Local Planning Division
The planning staff provides assistance with the development of comprehensive plans, and preparation of land planning ordinances to assist in plan implementation.

Codification services provide for the consolidation of current local laws and regulations for a given locality in one bound volume. Laws and regulations of the locality are constitutionally updated during the codification process and gaps in local law are resolved.

The RDC is a Census Information Distribution center providing census data to citizens and local governments.

Custom maps are developed upon request.

Thoroughfare Plans are created utilizing GIS and Georgia DOT approved TranPlan software.

GIS data licensing agreements provide for the exchange of timely mapping data between local governments.

Extensive preservation planning services are provided and include grant programs, tax incentives, national register nominations, technical assistance, general planning, and Section 106 Review.

Local Government Services Division
The Local Government Services Division assists local governments in their efforts to secure funding sources for water and sewer infrastructure related to industrial development. Funds are secured and administered by NEGRDC through various grantor agencies such as Community Development Block Grant- Employment Incentive Program, Appalachian Regional Commission, and Economic Development Administration.

Grant writing and administration services are also available to include the following: Community Development Block Grant, Governor’s Discretionary Fund, Immediate Threat and Danger Program, Land and Water Conservation Fund, Local Development Fund, Recreation Assistance Fund, and Local Government Efficiency Grants.

Human resource development is provided through operational funding grants prepared by NEGRDC staff from the Children and Youth Coordinating Council, Appalachian Regional Commission, Department of Family and Children Services, Community Oriented Policing, and Governor’s Discretionary Fund.

Community Facility Development is aided by the preparation of Community Development Block Grants and Innovative grants.

Revolving Loan Fund applications are prepared and reviewed by RDC staff upon request.

NEGRDC staffs various regional initiatives that include the four-county Upper Oconee Basin Water Authority, the five-county Joint Development Authority, the ten county Solid Waste Authority, and a four county industrial park committee.

NEGRDC also provides review of Developments of Regional Impact, and is responsible for preparation of a regional comprehensive plan and regional solid waste plan.

Area Agency on Aging
The Area Agency on Aging (AAA) contracts with counties, private organizations, senior centers, attorneys at law, and non-profit organizations to provide services to the elderly.

Services include Home-Delivered meals, Congregate meals, Alzheimer’s Adult Day and Respite Care, Ombudsman program, Community Care Service Program, Shopping Assistance, Outreach, Information and Referral, Homemaker, Escort, and Leisure Time and Recreation.

The AAA is dedicated to improving the quality of life for the elderly residents in the rural areas of Northeast Geogia.

The NE GA Aging Advisory Council, Senior Center Directors, and their participants inform State Legislators of the concerns and issues of the elderly through an annual Legislative Breakfast.

Workforce Development Division
The Workforce Development Division provides day-to-day management for the Workforce Investment Act and Welfare-to-Work funds and continues to provide direction to training providers providing job training and job placement assistance to eligible persons.

This division provides assistance to adults, youths, welfare recipients, and dislocated workers.

Established programs such as the Summer Youth Program’s Youth Service Corps and occupational classroom training programs have provided work and Training opportunities to over 8,000 youths throughout the region. The division also has utilized 2 mobile learning laboratories to provide training. These vehicles are equipped with 12 computer work stations and a variety of software including a GED instructional program.

This program has been responsible for training and retraining thousands of potential workforce employees throughout Northeast Georgia.

One of the trademarks of the division is its ability to coordinate and collaborate with partner agencies.
