EDA, a branch of the Department of Commerce, offers grants for a variety of economic development endeavors, including public works, planning, research, economic adjustment activities, and others. To be eligible, cities and counties must be active, dues-paying members of the NEGRDC, which serves as the district organization for the NEGRDC Economic Development District (E.D.D.). EDA has a regional office in Atlanta, serving Georgia and other southeastern states, that reviews the funding applications and offers technical assistance for economic development projects.
The application of funding for public works is a two-stage process. A pre-application is submitted first. The requirements for a pre-application are simple and straightforward, but a pre-application is incomplete without the following three elements: a detailed map of the project area, displaying the proposed infrastructure and preferably the topography as well; a preliminary engineering report, detailing the project design, project cost, the need for the infrastructure, and its environmental impacts; and a completed SF 424 application. If the pre-application receives approval, the applicant is invited to submit a more rigorous final application, which requires a comprehensive environmental questionnaire as well as documents that are signed by project beneficiaries.
