Economic Development Administration
EDA, a branch of the Department of Commerce, offers grants for a variety of economic development endeavors, including public works, planning, research, economic adjustment activities, and others. To be eligible, cities and counties must be active, dues-paying members of the NEGRDC, which serves as the district organization for the NEGRDC Economic Development District (E.D.D.). EDA has a regional office in Atlanta, serving Georgia and other southeastern states, that reviews the funding applications and offers technical assistance for economic development projects. The application of funding for public works is a two-stage process. A pre-application is submitted first. The requirements for a pre-application are simple and straightforward, but a pre-application is incomplete without the following three elements: a detailed map of the project area, displaying the proposed infrastructure and preferably the topography as well; a preliminary engineering report, detailing the project design, project cost, the need for the infrastructure, and its environmental impacts; and a completed SF 424 application. If the pre-application receives approval, the applicant is invited to submit a more rigorous final application, which requires a comprehensive environmental questionnaire as well as documents that are signed by project beneficiaries.     ARC

    The Appalachian Regional Commissions (ARC) is a federal program that provides greant to support economic development projects to 37 counties in Georgia and four in the NEGRDC region (Barrow, Elbert, Jackson, and Madison). These projects, more specifically, must support one or more ARC's four goals:

    • Increase job opportunities and per capita income in Appalachia to reach parity with the nation
    • Strenghthen the capacity of the people of Appalachia to compete in the global economy.
    • Develop and improve Appalachia's infrastructure to make the Region economically competitive.
    • Build the Appalachian Development Highway System to reduce Appalachia's isolation.

    The NEGRDC serves as a Local Development District (LDD) for Georgia's ARC program in coordination with the state's ARC Program Manager. We offer assistance to our ARC counties in planning and developing projects consistent with Georgia's ARC strategies and objectives. The projects vary in type, but often result in improvements to infrastrucutre, job training, or tourism promotion.
